This proclamation recognizes the resilience and sacrifices of the Ukrainian people, emphasizing the global significance of their fight for sovereignty. The County Council had previously adopted Resolution R2022-38 in response to the invasion, condemning Russian aggression and affirming Ukraine's independence. The proclamation highlighted the unparalleled courage demonstrated by Ukrainians, which has inspired international solidarity and support for their struggle for freedom. According to the United Nations Refugee Agency, the war has displaced over 10 million people, creating a significant humanitarian crisis.

Cities like Mariupol and Kharkiv have become symbols of both tragedy and defiance, as the Ukrainian Armed Forces and civilian volunteers continue to resist. In 2023, Pierce County's Human Services Department facilitated assistance for Ukrainian refugees, showcasing community efforts to provide basic needs and foster belonging. This commitment reflects Pierce County's dedication to supporting democratic values and opposing aggression.
