Spokane seeks study on infrastructure needs for anticipated growth in Latah Valley – and how to pay for it
Spokane is launching a significant initiative to study critical infrastructure needs in the Latah Valley, a region experiencing rapid growth. Following two moratoriums on development due to safety and infrastructure concerns, the city council unanimously approved a $200,000 contract with Berk Consulting. This study aims to evaluate projected growth in the Latah Valley, assess necessary infrastructure improvements, and investigate possible funding mechanisms such as tax-increment financing. This financing method allocates a portion of property taxes from new developments for local infrastructure investments, having been effectively implemented in areas like Kendall Yards. The council's decision reflects an urgent need to enhance evacuation routes and manage increasing housing demand.
Additionally, Berk Consulting will explore the feasibility of annexing more land into the city to accommodate future growth sustainably. This comprehensive approach seeks to bridge the gap between current residents' needs and developers' ambitions, with the contract set to continue until June 30, 2026, underscoring Spokane's commitment to long-term infrastructure planning.
