In a proactive move to tackle the issue of commercial sexual exploitation (CSE), Seattle City Councilmember Cathy Moore has announced a package of amendments to her proposed legislation. The amendments are designed to address concerns raised by stakeholders, particularly focusing on the limitations of Stay Out of Area Prostitution (SOAP) orders, which will now apply only to buyers and promoters, not sellers. Additionally, the proposal mandates the development of training programs for police officers to ensure they are equipped with best practices in collaboration with survivor advocacy groups. Councilmember Moore emphasized the urgency of this legislation, citing the alarming increase in violence associated with CSE, particularly in the Aurora Avenue North area. A public hearing on the revised legislation is scheduled for September 10, with the possibility of a full council vote on September 17 if it passes through committee.
