With a typical project cost of approximately $7,500 and a maximum cap of $24,000, the program aims to alleviate significant housing deficiencies. A two-tier environmental review process will be employed to ensure compliance with various laws, particularly concerning flood risks and contamination.

The City of San Jose participates in the National Flood Insurance Program, and projects in flood zones will have cost limitations. Furthermore, the program will adhere to lead-based paint regulations for homes built before 1978.
