Portland Permitting & Development now up and running

Starting July 1, 2024, the City of Portland will launch a new bureau to unify its development permitting process, which has been fragmented across various city departments. This initiative is part of a broader effort to streamline services for community projects, from affordable housing to small business improvements. City Commissioner Carmen Rubio noted that the consolidation aims to address the pressing need for housing at all income levels while reducing the time and costs associated with obtaining permits. The plan to restructure permitting services was set into motion following a resolution passed by the City Council last August. A project team has been working closely with city staff and customers to shape the new organization, which will include personnel from the Bureau of Development Services and other relevant bureaus.

In the coming weeks, staff will finalize the bureau's name through a ranked-choice voting process. The City Council will vote on the proposed structure on May 22, with the new bureau set to officially commence operations shortly thereafter. This move is expected to significantly improve customer service and communication regarding the permitting process in Portland.
