Commissioner Rubio Passes Policy to Phase Out Gas Leaf Blowers
In a significant move towards environmental sustainability and public health, the Portland City Council unanimously voted to phase out gas-powered leaf blowers, a policy championed by Commissioner Carmen Rubio. The ordinance addresses the negative health implications of gas leaf blowers, including harmful noise pollution and air contaminants that have been shown to affect both residents and landscape workers, the latter group comprising many individuals from marginalized communities. The new regulations will begin in 2026, with a complete ban on gas leaf blowers set for 2028, although their use will still be permitted from October to December due to the inadequacy of electric blowers in handling wet leaves during winter. To assist small businesses in transitioning to electric equipment, the City plans to develop a program to offset the higher initial costs associated with electric leaf blowers. The ordinance was informed by extensive stakeholder input, ensuring that the voices of various communities were heard in the process.
Commissioner Rubio emphasized the importance of this policy in promoting a healthier environment and acknowledged the contributions of local partners, including the Bureau of Planning and Sustainability. The initiative is part of a larger effort to improve public health and quality of life in Portland, reflecting years of advocacy by community members. As the City continues to prioritize outreach and education, it aims to create an enforcement system that is sensitive to the needs of all communities involved.
