Betty Martinez Franco has been elected to the Irvine City Council, filling the seat vacated by Larry Agran, who is now serving as Mayor. With a lead of 579 votes over challenger Anthony Kuo, the election results are nearly finalized, as only about 60 ballots remain to be counted.
