The City of Everett's Community Alternative Response Everett (CARE) program represents a transformative approach to handling behavioral health crises, significantly reducing the reliance on emergency services like police and fire departments. Launched in September 2024 with a $4. 5 million grant from SAMHSA, the program aims to provide specialized, immediate intervention for individuals in crisis. This innovative initiative allows traditional responders to concentrate on higher-priority emergencies while the CARE Team addresses non-violent situations independently or in collaboration with emergency responders. The foundation for the CARE program was built on years of commitment to improving community support, starting with the Community Outreach and Enforcement Team (COET) in 2016.

COET successfully engaged over 900 unsheltered individuals, leading to further enhancements in social services through programs like CARES and REACH. By integrating these previous efforts, CARE has already reached over 1,800 individuals since its establishment, demonstrating the effectiveness of a compassionate and proactive approach. The program not only addresses immediate crises but also reinforces the city's long-term commitment to tackling homelessness, addiction, and mental health issues within the community.
