This new budgeting strategy, approved by the City Council in May 2023, transitions from an annual to a biennial budget, aimed at fostering long-term strategic planning and improving efficiency. The move is expected to free up time for other projects in the second year while encouraging the council to focus on multi-year strategies. In preparation for the budget, the city engaged residents through a community survey to assess their priorities and satisfaction levels with city services. The survey, administered by EMC Research, targeted a representative sample of Edmonds residents aged 18 and over.

The findings from this survey will be crucial in shaping future budget discussions and ensuring that community needs are met. As the city moves forward with this biennial approach, transparency and community involvement remain key priorities.
