He holds a Bachelor of Arts in urban studies, a minor in environmental science, and a Certificate in Geographic Information Systems from the University of Washington, underscoring his academic expertise.

Sullivan's involvement in regional and state committees, including co-chairing the Puget Sound Regional Council’s Regional Staff Committee, highlights his dedication to collaborative governance.
